This is a fixed term contract, ending 12 months from the start date

Location: Belfast, Northern Ireland (currently working remotely due to Government guidance. 

The person we are looking for will have a strong track record of successful campaigning, and astute political and policy insight. You will be a confident communicator, able to motivate and mobilise people, and be great at managing your time, people, volunteers and money.

Our new strategy has campaigning at its core. With a renewed strategic focus on social change and a policy landscape that is increasingly recognising the significance of hearing loss, with its growing prevalence in an ageing population, we expect our influencing work to have substantial impact in the coming years.

The person we are looking for will have a strong track record of successful campaigning, and astute political and policy insight in order to develop and deliver lobbying campaigns and strategies. They will be able to advocate policy positions, understand and influence external policy; and develop relationships with key influencers to bring about meaningful change in the lives of the people we are here to serve. They will have experience of motivating and mobilising supporters in the delivery of campaigns.

A confident communicator, this person will have proven PR and media experience to help us to tell impactful and compelling stories to a wide range of stakeholders, using our social media and PR channels. They will manager our PR Coordinator to deliver on our communications strategy, and work closely with campaigns and communications colleagues across the UK, and partners in other organisations.

Working closely with the Director for Northern Ireland, the Communications and Campaigns Manager will play a critical role in delivering a change in the way deaf people and those with hearing loss or tinnitus are treated by public services and employers, to improve public awareness of the barriers facing deaf people, and to promote our organisation as a source of practical support and expert advice.

Job Description

Overall Purpose of the Role:

  • To ensure RNID extends its reach and impact in Northern Ireland for the benefit of deaf people and those with hearing loss and tinnitus, through the delivery and development of high-impact campaigns and communications strategies.
  • To influence key stakeholders across Government, the public, private and voluntary sectors, and guide our supporters in the delivery of social change.
  • To lead creative multi-platform PR plans to achieve ambitious Northern Ireland media coverage targets and protect/promote the organisation’s reputation.
  • To contribute to the management of the Northern Ireland Directorate of RNID as a member of the local Senior Management Team, to line manage the PR Coordinator and to work closely with other colleagues across the UK.

Key Accountabilities and Responsibilities:

  • To deliver and implement our external communications and campaigns activity in line with agreed targets
  • To work in collaboration with the central Campaigns team across the three priority areas - health and social care, employment and access to everyday goods and services
  • To lead RNID Northern Ireland’s public affairs engagements with the Northern Ireland Assembly and MLAs on a range of matters such as health and employability, and influencing Northern Ireland MPs in the delivery of national campaigns.
  • Contribute to the Northern Ireland Assembly’s All Party Group on Disability, All Party Group on Loneliness, the NI Coalition on Deafness, the Regional Accessible Information Working Group, the NI Union for Supported Employment Policy Group, to develop partnership working and policy influencing opportunities to deliver RNID’s strategic objectives
  • Submit evidence-based policy responses to consultations by Northern Ireland Government Departments, Assembly Committees and other public bodies, as well as providing evidence and case study details for inclusion in responses to the UK Government consultations.
  • Working with our central Policy team to devising and implement social research projects to obtain robust evidence and data required to influence key decision-makers in government, policymakers, civil servants, public service commissioners, media and potential funders.
  • To actively engage with our networks of partners, supporters and volunteers to deliver our campaigns and communications work.
  • Developing programmes of impactful campaign activities to engage the charity’s supporters and stakeholders in order to maximise the charity’s influencing of key decision-makers in support of RNID’s strategic aims and objectives.
  • Devising and approving plans for creative multi-platform PR output to interest journalists/editors and contributing content to our social media accounts to achieve ambitious coverage and outreach targets to maximise positive perceptions of the organisation’s cause, brand and reputation in Northern Ireland
  • To line manage the PR Coordinator to deliver against communications objectives
  • To manage the annual Communications budget
  • To develop the broadcast and print media profile of RNID in Northern Ireland, including relationships with key journalists and monitoring and reporting on media performance.
  • To produce compelling public-facing content that encourages engagement in our campaigns and raises awareness of issues regarding hearing loss and tinnitus.
  • To actively participate in the Northern Ireland Senior Management Team, analysing potential risks and opportunities in the external operating environment/political landscape, to ensure the team is supported to deliver on our goals and objectives.
  • To monitor and evaluate reach, impact and outcomes of stakeholder engagement, budget management, communications activities, and timelines for key events, to achieve annual targets.
  • To deputise for the Director of Northern Ireland as appropriate at regional forums and represent Northern Ireland, where appropriate, in cross-directorate organisational working teams. 
  • To complete any other duties and responsibilities when requested, which are commensurate with this role.

Other Requirements:

  • RNID is moving towards a flexible working approach, combining remote working, and office working at the Belfast office. Occasional travel across Northern Ireland and the UK will be required

Person specification:





  • Professional experience of working in a Campaigns, Policy, Public Affairs or Communications role
  • Experience of working with the Northern Ireland Assembly and establishing positive relationships with elected representatives
  • Experience of leading successful campaigns and excellent knowledge of effective campaigning techniques and tactics, including activism
  • Experience of working with the media
  • Experience of designing and delivering PR and Communications Strategies
  • Experience of delivering against set targets, objectives and strategic plans.
  • Experience of managing staff
  • Experience of managing budgets
  • Experience of managing volunteers

Qualifications / Professional Training

  • Educated to degree level, or equivalent professional experience in public affairs, journalism, media relations or public relations

Skills / Knowledge

  • Excellent understanding of current affairs, health and social policies and knowledge of Northern Ireland Assembly procedures
  • Knowledge of campaigning and/or public affairs techniques, tactics and their application
  • In-depth knowledge and understanding of current and emerging communications techniques and technologies, including digital.
  • Up-to-date knowledge of broadcast, press and digital media and a clear understanding of what make a strong media story
  • Knowledge of issues impacting people who are deaf and those with hearing loss or tinnitus

Personal Qualities

  • Ability to inspire trust and confidence by building effective and collaborative professional relationships at all levels. (E)
  • Ability to motivate and mobilise people to deliver activities on the ground
  • Excellent managerial and organisational skills with the ability to work on own initiative to plan, prioritise and manage the wide range of RNID’s Communications and Campaigns Team projects to meet challenging deadlines and changing priorities.
  • Excellent written and oral communication skills and interpersonal skills to influence key decision-makers.
  • Ability to capitalise on opportunities to engage with parliamentary processes and policy development.
  • Ability to obtain and analyse robust evidence to justify and articulate persuasive policy positions.
  • Ability to think creatively.
  • IT skills with the ability to use Microsoft Office including Word, Outlook and PowerPoint
  • BSL Level 1 or willingness to learn basic sign language
