Location: Cardiff, Wales (remote working due to current Government guidance)


JobSense is a collaborative employment support project (RNID being the lead partner), which supports people who are deaf or have hearing loss and people who are blind or have sight loss, into volunteering and paid work. The c£3m project is funded by the Wales European Funding Office (WEFO).

This senior role will lead the JobSense project by planning and overseeing all aspects of project delivery; including co-ordinating the partnership, monitoring progress against planned performance, ensuring key milestones are met and managing a complex budget, requiring stringent reporting and compliance.

The successful applicant will have strong leadership skills, be confident in managing a large budget with excellent attention to detail and have demonstrable experience of successfully monitoring and managing a diverse project. Experience of European funding requirements, or the ability to quickly learn and apply the requirements, is essential. Familiarity with the employment policy landscape in Wales is advantageous.

Job Description

Key Accountabilities and Responsibilities:

  • To lead the strategic direction and delivery of the JobSense project, in full compliance with all requirements set out by the funder and in partnership with COS and Elite.
  • To ensure the project is delivered in line with the project plan and budget and closed successfully and in line with funder requirements. To continually assess the project plan and budget and take remedial action if/as required.
  • To ensure a ‘one team’ working approach to JobSense, leading a geographically dispersed team, employed across the three partner organisations and keeping open and proactive lines of communication with COS and Elite. Convening regular group meetings; successfully navigating the complexities of leading a team across a partnership.
  • To closely monitor the agreed c£3m budget and maintain effective communication with both partners and RNID Finance Team to ensure adherence to eligibility rules and requirements, submission of quarterly claims and identifying any risks.
  • Working with the Project Finance Officer, to take lead accountability for the financial management and budget performance of JobSense, including adhering to eligibility requirements and complex ESF rules.
  • Working with the Finance Officer to ensure the submission of accurate quarterly claims to the funder and responding to verification queries. To ensure rigorous attention to detail, uncompromising levels of accuracy and compliance with the requests of the funder at all times.
  • Working with the Compliance Officer, to take lead accountability for the management of participant data and evidence and reporting/claiming requirements of our funders.
  • Maintaining thorough performance and financial management information as required, in line with the requirements of the organisation and the external funders.
  • To have detailed oversight of the JobSense team members through your 4 direct line reports (see attached team structure). Ensuring your line management adheres to our organisational policies, and provides supportive coaching-style leadership and management in line with our values and behaviours (see below).
  • To develop and foster a culture of expertise amongst your team on all matters relating to sensory loss in the field of employability. To have oversight of team skills and training, conducting regular assessments of team members’ competence through 1:1s, annual appraisals, and personal development planning.
  • To direct the management of an external evaluation working with the appointed evaluator as required by the funder and ensuring a strong continual output of usable qualitative and quantitative data demonstrating the impact of our employment services. To work closely with the appointed external evaluator to produce an insightful and influential final evaluation of the project and its effectiveness and impact.
  • To be the nominated accountable lead contact for the liaison with the Wales European Fund Office (WEFO).
  • To coordinate a plan of external communications to engage all stakeholders in our employment service provision. To include engagement with people in Wales who are deaf, have hearing loss, are blind or have sight loss, to raise the profile of JobSense and engage participants to meet delivery targets.
  • To support the ELITE Employer Engagement Officers to have significant impact in their proactive links to employers across East Wales, enabling employment opportunities for participants of JobSense and influencing/informing employer behaviour in respect of potential employees with sensory loss.
  • To convene and arrange regular meetings of a service users group.
  • To convene and arrange regular meetings of a Project Board made up of interested parties and stakeholders. To maintain ongoing liaison with stakeholders.
  • To ensure risk assessments are carried out, completed and recorded in line with policy.
  • As part of the Cymru Senior Management Team, to develop and support a high-performance, cohesive and efficient team that delivers our goals and objectives.
  • To work with the various internal departments at RNID Cymru and our partner organisations, including Finance and Marketing and Communications teams.
  • To carry out duties and responsibilities of the post at all times in compliance with all of RNID policies, especially Equal Opportunities and Health and Safety.
